The export market for Chinese vegetable products is vast, and the country also encourages the export of high-quality agricultural products. To ensure the quality and safety of exported vegetable products, the customs implements inspection, quarantine, and supervision management on exported vegetable products. The range of exported vegetable products includes frozen, dehydrated, pickled vegetables (edible mushrooms) and canned vegetables (edible mushrooms).
■ Enterprise qualification requirements
(1) Filing of Export Food Production Enterprises
Export vegetable product production enterprises shall register with the local customs at their place of residence. The customs of the place where the production enterprise is located shall review the declaration information submitted by the applicant through the "China International Trade Single Window" or "Internet plus+Customs". The General Administration of Customs has released a unified list of export vegetable product production enterprises for filing, which includes the name, filing number, and registered products of the export food production enterprises.
(2) Export food production enterprises apply for overseas registration
If there are registration requirements for enterprises in foreign countries (regions), vegetable product production enterprises and their products for export should first obtain registration approval from the competent authority of that country (region) before their products can be exported.
If a foreign country (region) implements registration management on Chinese manufacturers of exported vegetable products exported to that country (region) and requires the recommendation of the General Administration of Customs, the local customs will accept the application for overseas registration of the enterprise through the "China International Trade Single Window" or "Internet plus Customs", and will organize review according to the application of the enterprise, and recommend qualified products to the competent authorities of the importing country (region) in combination with enterprise credit, supervision and management, export food safety and other conditions. The registration information of export vegetable product production enterprises overseas shall be subject to the announcement of the importing country (region).
(3) Registration of Export Food Raw Material Plantations
The General Administration of Customs implements record management for vegetable (including cultivated edible fungi) raw material plantations for export.
Export food products that use vegetables (including cultivated edible fungi) as the main processing materials should have their raw material plantations registered with the local customs.
The customs at the plant domicile will review the declaration information submitted by the applicant through the "China International Trade Single Window" or "Internet plus+Customs", and if the review meets the conditions, it will be filed.
The General Administration of Customs has released a list of registered vegetable (including cultivated edible fungi) raw material planting sites for export.
Pre export declaration and local inspection
The customs of the place of origin or group of goods shall accept the inspection and quarantine applications of export food production enterprises and exporters before export declaration, and be responsible for reviewing the inspection and quarantine documents and related supporting materials required for enterprise declaration in accordance with relevant regulations. If the review is qualified, the declaration will be accepted, and the enterprise declaration information will enter the customs territorial inspection business management system.
The customs of the place of origin or group of goods is responsible for conducting territorial inspections on exported vegetable products. Implement on-site inspection and sampling testing of exported vegetable products in accordance with the control instructions, operation forms, and relevant regulatory documents specified in the customs territorial inspection business management system.
■ Other precautions
Export vegetable product production enterprises should establish a sound and traceable food safety and hygiene control system, ensure the effective operation of the food safety and hygiene control system, and ensure that the production, processing, and storage processes of export food continue to comply with relevant Chinese laws and regulations, as well as the safety and hygiene requirements of export food production enterprises; If there are special requirements in the relevant laws, regulations, international treaties, and agreements of the importing country (region), they should also comply with the relevant requirements.
Export vegetable product production enterprises should also establish supplier evaluation system, purchase inspection record system, production record file system, factory inspection record system, export food traceability system, and unqualified food disposal system. The relevant records shall be true and valid, and the retention period shall not be less than 6 months after the expiration of the food shelf life; If there is no clear shelf life, the shelf life shall not be less than 2 years.
